I had got only 15% in jee main which is conducted on January and now in april I got 106 marks. what will be my rank and percentile??

You can check the probable colleges you can get through JEE main by the link provided in the answer. As far as IITs are concerned, you need to take JEE advanced for that and it's score could be used to predict the colleges you get.

That depends on the cutoffs released by the colleges during counselling. You can find the the respective cutoffs by the predictor tool given above keep a note that these are just indicative results.
