i had made my obc ncl certificate last year in October and it says it has a validity of 1 year from the date of issue, but in jee mains brochure it says to submit a certificate made after 1st Jan 2022 and when i went to renew the certificate they said it can't be until the validity is over.

your obc - ncl certificate have date of issuance after 1 April otherwise they will declare as illegal.

so you must take care of this.
