You have to pay the fee separately for counseling and separately for the application form. Without paying the counseling fee you cannot get into the counseling procedure. The dates of counseling are updated on the official website of the examination and at careers360 as well. You can pay the fee in the same manner as you paid for  the application form that is after filling the counseling form
