Sorry to say that according to my knowledge if you are not  resident of Madhya Pradesh then you can not apply for MP B.E .Seat counselling.

Yes, you can apply for B.E. seat if you're not resident of that particular state. For that you would require Domicile Certificate in which it should be that you're resident of India. 

Also Please fill the admission form carefully select option Non-resident of that state. Also keep in mind that cut-offs increase if you are applying for admission in another state.
