As per your requirement, i would say that as you have already undergone bhms 2nd counseling and got one institution where you don't want to continue even after paying the whole amount , it would depend which norms the colllege is following and whether its private or government college-.

It depends totally on the institution return policy and its rules that till how many days you are applicable and under what condition you can refund your money.

Go through your college guidelines and then apply for it.
