Yes you are eligible for the josaa councelling. The cutoff rank for sc category 34k with minimun 54.01.

Yes you can appear for josaa counselling 2019 as you satisfy the minimum criteria of getting 75 percent marks in boards as well as cut of percentile for SC category was 54 this year and you got 65 so you cleared Jee mains and hence you become eligible for sitting in jossa counselling.
But this rank is too low to fetch you any good government college

Hi Anagha ! Yes you can take part in Jossa counselling only and only if you cross the cut-off marks. Otherwise no. Through your percentile it seems you haven't crossed your cut off marks and so can't take part in counselling. Your board percentage is very good but sadly not JEE main marks. So best of luck to you.
