I hope you are doing good . With refernce to your query , I would like to know you that you have good academic score in your last passing qualification. But the scenario of admission in canada is very different . Though you are eligible for admission in universities as you have done 4 year course but their are some other factors on which you need to work on. Factors are like LETTER OF RECOMMENDATION,STATEMENT OF PURPOSE, ILETS BAND ATLEAST 7,WES OF TRANSCRIPTS, FILLING APPLICATION PROPERLY.

see there is multiple numbers of university offers masters degree course in abroad for engineering students. since you are from civil engineering background you may apply for m.s course in structural engineering, Geothechnical Engineering,  Hydraulics and Water Resources Engineering, Transportation Engineering etc. basically applicants need to secure a decent score in ielts or toefel exams as required by the particular university. apart from this your overall academic back ground, research works, project works, work experience, letter of recommendation , your past academic institute ranking etc matters a lot. however it may be difficult to secure a tier 1 college. but I would suggest you to target the specialization and the college in where you want to take admission, make a research on the scores of students who has gotten admission and then prepare for exam.
