In ACCET the Application form completed through online or offline.
BE and its Eligibility

• Candidate Must have to pass 10+2 which mandatory subject physics, chemistry, mathematics. For full 4 year
  
• For lateral entry ( 3 year) candidate have to pass B. SC or diploma courses.

So yes with your percentage in diploma you are eligibility for admission in BE lateral entry .
For admission you have to go through Entrance ex and counselling by Anna University
