I have a domicile of UP but i have not mentioned it in my neet form .So after the results can i use it in state counselling for 85% quota?

If you had a domicile of UP  then you should have mentioned in the neet form. Applying their now will be considered as unfair means. Please refrain from doing that. 

Apply for private medical colleges in UP instead
