If you have been allotted a seat, there is no option to avoid the seat in any possible way. Yes, you can dodge the seat by not paying seat acceptance fee, but that will have it's own consequences.

But instead of that if you haven't paid the fee you could get the application form to cancel your seat that seat will be given to some other candidate. Not paying the fee and not informing authorities about it is not at all a good idea.
