Aman, for NEET to fall under OBC Category, the Community you beong to also should be listed in the Central OBC list. If that is the case then you will fall under OBC or else you will be considered under General Category. Going by that, if the Community you belong to in UP is also listed in the OBC list of Goa, then your OBC Certifiicate from UP might be considered in Goa. Or else you might be considered under General Category.
