I have applied for NEET first round counselling for deemed colleges. I know I have to pay my 1st year fees in whatever college I am allotted. If I apply for an upgrade, and get college in state counselling, can I forfeit the seat and get the fees money back to pay for state one?

Let's say you have been alloted a seat in a Deemed University in Round 1. If you do not want to opt for that seat, you can avail Free Exit option without being penalised. And then you needn't participate in further rounds if you plans of taking a seat in State Counselling. Because if you forgo a seat in Round 2, you will have to forfeit the security deposit. You will not be refunded the security deposit that you paid for Central Counselling.

but do I get the college fees refunded, as, I read that I would have to pay for the first year as soon as I enter whatever college alloted to me in the first round
