I understand that you have done a mistake while exercising your options for selecting your choice of colleges in the student portal of the counselling stage and so to answer your question, if you do not pay the fees in this round then you would not be able to accept the seat in this round even if you are allotted one, however you might be able to sit for the subsequent rounds of counselling but then you have to pay the fees in the next round if allotted a seat.
