hello dear,
it is absolutly fine if the format of character certificate has been downloaded from internet. there is no problem in that. however, you have mentioned that the cerificate has been attested by councillor but as per my knowledge, it should be attested by a gazzeted officer. so in order to avoid error, please take care of this also. you can also confirm this by visiting du college regarding this.
