Yes you can eligible for all the colleges except IITs and IISc banglore and some more college, apart from these you can apply for any college.

Yes you will allotted a rank even if you don't qualify in jee advanced,the college's you will be allotted based on the jee main rank.you can get a seat in the NIT's, IIIT's and GFT's.You can also apply b category seats in local engineering colleges based on your main rank
