Hi Neeta,

The Bar Council of India is located at Neeti Bagh, New Delhi-110039. Generally the provisional certificate is issued by the BCI online however your certificate is for the year 2013 so you need to first of all call at Bar Council of India Office and if they do not respond then you will have to visit the office along with the necessary documents.
