After completing your +2 with commerce you can definitely go with arts in your graduation.

Simply apply for your desired university and read about their admission process, few major universities give admissions on the basis of +2 marks while a few conduct entrance exams. National Testing Agency conducts CUET through which you get admission in many prominent central and state universities lile BHU, DU etc.
