Yes you are eligible for GATE and PSU's (not all). GATE just asks for a valid degree from a recognised university. All you need is to have a genuine reason for your year backs and you should be able to explain to the interviewer. For PSU's you just need to fulfill their marks crieteria as per the competetive exams.
