As far as your query go I have understood that you are looking for an open univeristy for distance education. For that you only need to fill the College's application form & then you can start studying for the course.

The eligibility criteria of D.Pharmacy is that You must have 50% marks in class 12th.

Studnets with Msc In Pharmacy or M. Pharm are eligible for Doctorate in Pharmacy courses. 

Registration process is different for all colkeges as they have their own entrance exam.
