Since you have completed your B.sc in 2018, you have to give evidence of taking the gap for 2 years for almost all the colleges in Abroad.

Some of the countries doesn't require IELTS exam such as U.K, Germany etc. Best education is provided in Germany, U.K, Australia and U.S.

For going there it is better to contact a registered recruiting agency or you have to go to the embassy of the country for which you are interested.
