Yes, you can change your branch from ECE to Civil when you go for B. Tech after diploma. Not even civil you can opt for any branch you want if you cross the cutoff for the desired branch. In most of the universities that have the option of lateral entry don't require you to keep the same branch that you had in your Diploma.
