In general,the certificates needed at the time of certificate verification during EAMCET counseling are : 

• TS EAMCET 2019 Rank Card.
• Aadhaar Card.
• S.S.C or its equivalent Marks memo.
• Intermediate or its equivalent Memo-cum-Pass Certificate.
• VI to Inter Study Certificates.Transfer Certificate (T.C).
• TS EAMCET 2019 Hall Ticket.
• Income Certificate issued after 01.01.2019 by competent authority, if applicable.
• Caste Certificate issued by competent authority, if applicable.
• Physically Challenged (PH) / Children of Armed Forces Personnel (CAP) / National Cadet Corps (NCC) / Sports and Games/ Minority Certificate, if applicable.
• Residence certificate of either of parents in Telangana for a period of 10 years.

So inorder to be considered as local ,the student must have studied in Telangana for not less than four consecutive years and probably shulould have completed tenth also.You can also submit any residence certificate of either of parents in Telangana for a period of 10 years.
