Legally you can not have domicile of two states so refrain from declaring such now onwards.

Regarding application it is not possibble to select 2 states as your domicile so you are supposed to chose only one. The selection between bihar and Jharkhand for 85% quota should be on the basis of your preference of college and place. Apart from that You can make the choice on the basis of number of colleges and seat available for increasing your chances of selection.
