Dear Shubhankar, it depends on which State's NEET Counselling you want to apply for. If you want to apply for UP NEET Counselling  you need to have their Domicile Certificate. This is because UP is not an Open State. If you have done your 10th and 12th from UP, though you aren't from UP, you can still avail UP's 85% State Quota seats counselling eligibility. But for that you Parents should have their permanent residence in UP. Or else, you cannot be eligible for UP NEET Counselling. If your parents have a permanent address in UP, then you neednt produce any domicile certificate. On the other hand, if you want yo apply for Odissa's NEET Counselling, you can because you are a resident of Odissa. And you need to produce a domicile certificate during Counselling and document verification.
