Hello Shishir, Yes, you can obviously get 85% state quota for admission in Uttar Pradesh until and unless your domicile certificate is fully legal and there is no fraud involved. It doesn't matter that you have completed your 11th and 12th from Delhi if you have a proper domicile certificate of Uttar Pradesh you can easily avail the home state quota.
