If you have completed both 10th and 12th from Punjab, you are generally eligible for the Punjab state quota. However, since both your parents are from Himachal Pradesh, you can also claim Himachal domicile — but only if you have a domicile certificate issued by Himachal authorities.

So, you can apply for Himachal state quota in JEE counselling after obtaining Himachal domicile, otherwise you’ll be considered under Punjab quota.
