There are few things that are unclear in your question.

1. Have you only studied your 10th from UP or the whole of your schooling from 1st to 10th was in UP? In this case, if you have studied all your schooling from UP, you hold the domicile of UP and you are eligible for 85% State Quota of UP. But if you did only your 10th from UP and 11th and 12th from Telangana, you are not eligible for UP State Quota.
2. Are you a native of UP? If yes, though you have not studied your 11th and 12th from UP, because you are a native of UP, you are eligible for UP State Quota. But you have to submit the domicile certificate as you studied for 2 years out of UP.
