Hi.
According to JEE Eligibility criteria, you are eligible to give JEE Mains since you are going to appear for class 12th examinations in 2021. However, you will require an affidavit for a gap year, even if it was between class 10 and 12. I believe you have taken two years of gap i.e. 2017-18 and 2018-19 so prepare the affidavit accordingly.
