It's basic eligibility is graduation with 50% minimum marks
There are colleges that provide this course like JNU, Delhi University,  Jadavpur University, Christ University, South Asian University.

Yes You can do it.There are certain criteria like you should have 50/60 % in bachelor degree.Criteria varies from university to university.If you meet the criteria than you can do it.
