Bhanu, EBC is for Candidates who belong to OBC category and EWS is for those Candidates who belong to General Category and both of them are different Categories and both of them have different format of certificates. So if you have EBC Certificate, you cannot apply for EWS reservation. It basically depends on which Category you belong to.
