Yes. You will be eligible to write NEET in 2019. In the application form, your qualification code will be 1 as your class XII Boards result will be awaited.

Yes definitely. You'll be like any other candidate in the eye of the board. Although, I'd suggest a strict plan for studying, specially in physics as it's apparently a weak point for you.
