thanks for asking your query,in your case if you have qualified jee mains in 2019 and has 75 percent or more in 12th then you are eiligbile for jee advance else you are only eiligible for jee mains counselling.For more information open the official website of jee advance.

Hey Anku! No you are not eligible according to my understanding of eligibility criteria a candidates can attempt examination at most two times in two consecutive years. That means if you have appeared in 2018  than you are can only appear in 2019. You have atmost two attempts. Candidates should have qualified the Class XII Board Examination (or equivalent) in the previous year. You can't wait for long preparing for examination.
