the state from where the candidate has qualified his class 11th and 12th boards is considered for that state's NIT quota (and in jee for JoSAA counselling), in this case UP. However you can give state exams of Bihar but you won't be eligible to enjoy Bihar state's quota.
Therefore you are eligible for HBTU kanpur college.
