I have given my 12th exam in 2017 and got 73.00 percent and i gave improvement in 2018 in all 5 subjects and got 71.2 %

No you cannot as your latest scores after improvements exam shall b ecounted. 

However you are eligible to apear for JeeMain but not eligible for NITs and IIITs and GFTIs and IITs. 

If and only if you are in top20 percentile of uour board then only you shall be eligible for above colleges.

But according to new rule if you get get 75% after the improvement in in any no of subjects. You are eligible
