Hello Aspirant. 10 percentile means that out of all the students that appeared in the exam 10% people are equal or below your score. It is not a decent mark to qualify for the exam. 

I would recommend you to go for the 2nd attempt on April. NTA will be considering best of the two percentiles while preparing the Overall merit list. So you still have provision for improvement, study well.
