IHM college as in central government IHM's such as ihm pusa,bangalore hajipur, mumbai, jaipur etc then according to previous years cut off analysis chances are very less, as cut off ranks of almost all IIHM's does not go beyond 7000 so , though every year cut off rank changes you have almost no to meagre chance of getting IHM central institutes (assuming category to be general)

You have not mentioned which category you belong to. With a rank of around 19,000 it becomes difficult to secure a seat in the IHM's when comparing the results of previous years. The chances of getting into SIHM's is also little low. But you may apply for private institutes. Also, one thing to keep in mind is that scores and ranks vary each year with difficulty level of the question paper and availability of seats.
