I have got 46 percentile in Jee mains and 70% in hsc exam which collage I may get in pune ?

If you have qualified your entrance as per your category then only you can take an admission.
As you said your percentile is 46 and if you have qualified then your category must be ST or PwD.
And you can apply for private colleges located in Pune through counseling.
Getting a government college is only possible if you have get into the range of their merit list.
