Yes... You can definitely apply but the colleges are reserved... You can only get goa medical college if a seat is reserved for paramilitary quota in that college.. As previous years record no seat has been reserved in goa medical college for paramilitary. 

Regarding the procedure your father has to obtain the form from his office and submit it with required documents and rest of the information you would get from the office itself.

I don't want to disappoint you but with these marks you won't be able to secure a seat through paramilitary quota this year.
