Hi Mayank,
Hope you are doing well. I am sorry to say this but you cannot get a top college for CSE branch that too with such a large rank. And even if you get a top college for CSE no one can assure you 100% that you will get placed. You should work hard to get placed in a IT industry that too with a branch like CSE. If you had scored a rank within 5,000 than you may had chance to get CSE in top colleges. I hope you got the point after reading this answer.
