Although this varies year to year, the cutoff for Chem Engineering in ICT was CET cutoff (marks) 1475(156 marks) for 1st round to 3226 (143 marks) in last round for OBC Ladies home state. For general unreserved it was much higher than this. 

The JEE Mains cutoff was rank (marks) 265(192) opening to 785(156) last round.

SO you may still have a chance thorugh CET percentile

I regret to inform you that neither in both the examination you are eligible to get admission into ICT matunga with chemical engineering as branch.
As for chemical engineering ICT matunga is best institute even better then some nits so it has high cutoffs for the candidates to get admission.
According to jee you nee to score a percentile more than 97 to get admission into ICT matunga with chemical engineering as branch.
And for cet the closing cutoff is 172 marks for chemical engineering.
