Your chances of getting a good government college in NCR is close to negligible,  the number of good government colleges in UPTU is less. So at this rank,  you can't get a government college .
I will suggest you to apply for private colleges of Delhi NCR,  these private colleges are better than most of the government colleges of UPTU.
