As your query is you have got seat in the first round of counselling and you put the float option on that seat but you didn't get ant upgradation.

I would like to tell you that yes of course, it is needed to inform to the RC as soon as possible because , you might lose the seat that you deserve based on seat you were alloted in first round of counselling. 

Let the RC know about you issue and better inform them to upgrade the seat alloted to you in the next round of counselling, so that you can take further steps to take admission.
