Both the department Information Technologies and Electronics and Communication Engineering are good. Now a days, The IT industries are hiring more than any other sectors. Being a student of ECE you have a good scope of joining in this sector as well.

If you are pursuing a B.Tech. from third tier college then I will recommend to go with IT.

You should choose whatever course you are most interested in and atleast you should have a deep knowledge about it. Like me being pursing graduation in ECE I will say ECE is the best branch, but at the same time few of my friends who are from computer branch they will suggest you computer is easy.  As per the new upgrade syllabus looking forward as per the industrial need they had also added few programming language in ECE as well like you will able to lear C,  python,  Web technology moreover embedded system itself run with the C programming language. In ECE apart from few of this programming language you will able to explore satellite communication,  radar and navigation,  microwave engineering , signal and syatem and many more subjects related to electronics.  Where as in IT department you will be focused only in computer part means be it hardware or software.
