Yes you are eligible for MP state quota counselling if you have passed your 12th class from MP. But one more thing if you are looking for reservation then there is a condition for this. 

The caste to which you belongs to must come under SC category in MP also, then only you can get reservation benefit otherwise you will be only eligible for State Quota benefit if you have done your 12th from MP.
