You can use your caste certificate in any state where you want to join. There won't be any problem in that.  if you go for other state which is not your domicile then you won't be able to use home state quota and you will go under open category for admission. The rank cutoff for open category is low and highly challenging to get. if you perform well and get good score then you can get an admission for sure.
