According to RRB rules, OBC Non-Creamy Layer (NCL) certificate must be in its prescribed format and issued before closing of the application to be accepted. If you had a valid OBC NCL certificate before the closing of the application date (even if not in exactly the prescribed form) and then later had an OBC NCL certificate issued in the prescribed format, it is accepted as long as the original certificate establishes you belonged to the Non-Creamy Layer before the closing date at the time of the document verification.
However, whether it will ultimately be accepted will depend upon the final decision of RRB officials at the time of verification. It will be safer to carry both old and the prescribed format, together possibly with an affidavit or explanation letter as necessary.
