Hi,

You have not mentioned the name of counselling for which you want to apply. As the counselling rules varies with respect to college, states, institutions type etc. So please mention it.

However usually if one didn't  applied under any reserve category like EWS when filling the application form, he or she can not change the category from unreserved to reserved during counselling.

During your document verification  if you fail to submit your ews certificate then you can't take the benefits of it during your counselling (i.e when your applying for colleges) but if you have submitted your details at the time of document verification they it adds weightage for you during counselling , and i request you to please mention your question clearly again regarding your examination  name and state so i can help u in better way  , like if u fail to submit your ews application, i can say you solution for it  according to your state
