There is no lateral entry method in the process of counselling. Without applying for 1st round counselling, you can't directly apply for 2nd round. As there are students who are waiting for seats to be confirmed in the 2nd round, you can't apply as a new candidate. I suggest you to go to the reporting centre and register your problem to one of the officials there.
