Yes,for the person with disability there is reservation quota.And problem of one eyed vision could also be consiered under this category and it would be very beneficial if you were certified with PWD status because it's the proof required to be submitted in order to become an eligible candidate for the reservation quota.Moreover you secure a better rank than a normal one as cuttoff marks are relatively low when compared to remaining.

Hello,
You can apply for PwD which will help you get a reservation and your rank will get low. It will help you get top college. If you have any category like OBC or SC or ST, you can apply for the categories. These are reservations which will be very very helpful to get a low rank and can even get a NIT for Engineering.
