You  means to say that you have pay the fee at the first round of counselling or first phase then you have submited your income certificate at the 2nd phase or 2nd round.

So yes if there option for fee refund like other colleges and if your income is eligible then your will get back your money or fee.

But you will have to pay the income certi again to the college at the of admission.
